Economic Freedom Fighters (EFF) leader Julius Malema says the will of the people has been subverted by corrupt officials, business people and politicians at the municipal level.

Malema delivered his party’s final offering on Saturday to voters at Soweto’s Orlando stadium.

Malema says his party will abolish tenders should it be voted to run municipal councils.

He says there is a practice where contractors do not perform the job properly so as to necessitate another tender the following year.

“Where does that money come from? It comes from kickbacks; it comes from extorting the very companies that do work for the municipalities. Small businesses and contractors that have delivered services are told they will not be paid unless they pay a percentage to the officials; payments are withheld for months, and many small businesses are closed while they wait for money they have already earned. That is why our young people who start businesses in their communities give up: they do the work honestly, and they are punished for refusing to pay a bribe”
